Convert Photo Into Detailed stl file

I have a reference photo and I need it turned into a watertight, high-resolution 3D file ready for printing. The end use is strictly 3D printing, so the mesh has to be manifold, free of non-manifold edges, and delivered in STL (OBJ as a secondary format would be helpful)...
