Fuel Receipt Management System

I am looking for an application or existing solution that allows drivers to upload photos of fuel receipts daily through a mobile device. The system should securely store receipt images and reconcile them against monthly fuel transaction statements provided in PDF format. It should automatically match receipt details such as date, amount, and vendor to statement transactions, regardless of the fuel card provider or fleet management platform. The solution should identify transactions without a matching receipt and generate a separate report of all missing documentation. It should also flag transactions requiring review, including those with no receipt, online purchases, non-fuel charges, or receipts that cannot be confidently matched.
