I’m building an internal management platform for a Pennsylvania Medicaid home care agency. The platform sits on top of our existing vendor systems (EVV/scheduling/billing platform, accounting, and payroll) and adds a layer of visibility, reconciliation, and workflow automation that those systems don’t provide natively.
This is a long-term engagement across five phases:
1. Data ingestion — pulling data from vendor systems into a central warehouse
2. Scheduling visibility — a read-only operational view of coverage, shifts, and attendance
3. Billing reconciliation — matching worked hours, billed claims, payments, and payroll, and surfacing discrepancies
4. Intake/enrollment workflows
5. A caregiver-facing mobile app and a family-facing web portal
I’m looking for one contractor (or a very small team) to own this build end-to-end, not a series of disconnected freelancers. I have detailed specs, architecture decisions, and a working technical foundation already in place — what I need is someone who can execute against them with minimal hand-holding, and who understands the domain well enough to catch problems before they become mistakes.
This is not a generic CRUD app. The single hardest requirement is direct experience with HHAeXchange (HHAX) — the EVV/scheduling/billing system used across most state Medicaid home care programs — including the EDI integration and vendor-testing/certification process required to connect an external system to it. If you haven’t done this specific thing before, please don’t apply; general “healthcare software” or “EDI” experience is not a substitute.
Required Experience
• Built or integrated with HHAeXchange specifically (not just “an EVV system”) — ideally including their EDI vendor integration/testing process
• Comfortable with Medicaid home care operations: EVV, scheduling, claims/billing, payroll reconciliation
• Strong full-stack background: modern web app frameworks, mobile app development (React Native or equivalent), backend/data pipeline work
• Experience with browser automation for vendor systems that lack public APIs (a plus, not required)
• Can work independently against written specs and flag problems proactively, not just execute literally
• Comfortable with a long-term, phased engagement rather than a one-off project
