Upgrade PHP or Ubuntu

To improve the website’s security and stability, we plan to upgrade the server’s PHP version from PHP 7 to PHP 8.4.27 or later by October 28, and update Ubuntu at the same time. Before upgrading, we will back up the data and check compatibility with the existing code and plugins.
