Build one new Joomla! article layout which the current template does not offer: PHP CSS JavaScript

We need a text field and a video element in a custom layout in Joomla - That s it :-) Hi, I am Marc from JOST Digital and am looking for You to build one new Joomla! custom-article-layout - a layout which our current template does not offer. You need to speak German or English or French or Portuguese (you can chose) and you need to be good in - PHP - Html and CSS - and possibly JavaScript - ...and Joomla! I know Joomla! is not sexy but sometimes older websites are what they are and we do not want to push our clients to WP if the really do not have many other changes or content updates in their web presence. Attached you will find a description of what exactly we need. May I please ask you to contact me but not our client, because it is our client and because anyway most of you would not have the patience to handle an Architect as a client. He will measure later if the page geometry fits. NO Joke! Trust me, it is much mor fun to work with me directly. One condition: .::Because we are in Germany (in Europe), everything we code MUST be compliant with the EU GDPR. This basically means that you cannot call fonts or scripts from outside the website, especially not from outside European servers. Any resource you load must be either on the server or within the EU. Acutally, as far as I understand, for this job this should not be a big problem because we are not changing web forms, fonts or anything like that. ::.
