GIS Analyst Needed: Identify Residential Properties Likely to Have Yard Drainage Problems

We are a landscape/drainage contractor in Northeast Ohio. I want to identify residential properties and neighborhoods that are statistically likely to experience yard drainage, standing water, runoff, or poor soil drainage issues so we can target our direct-mail marketing. I'm looking for a GIS analyst experienced with QGIS/ArcGIS, spatial analysis, parcel data, elevation/DEM/LiDAR data, soil data, and ideally Python. Pilot project: Analyze a defined portion of our Northeast Ohio service area and rank residential properties based on likelihood of drainage problems. Potential factors include: Elevation/topography Low points/depressions Slope and runoff direction Poorly drained/clay soils FEMA/flood/wetland information Parcel/property characteristics Impervious surfaces Neighborhood/property age Property value I can also provide addresses of previous drainage customers to help identify characteristics associated with actual paying customers. Deliverables: CSV/Excel file containing the highest-opportunity residential addresses 0-100 Drainage Opportunity Score for each property Short explanation of why each property scored highly GIS map showing concentrations/clusters of high-scoring properties Document the process/data sources so it can easily be repeated for additional areas This is initially a small proof-of-concept, not a large software-development project. If the pilot successfully identifies neighborhoods we know have drainage problems, we'll expand it across our service area.
