Large-Format Graphic Redesign

I have an existing graphic saved as a JPEG/PNG that now needs to be fully rebuilt at 1220 mm high × 2135 mm wide with a 10 mm bleed on all sides. The finished artwork must match the original look pixel-for-pixel, but be set up properly for large-format printing...
