Set up a GitHub Actions workflow

I need a workflow file that runs lint, typecheck, and tests on every pull request against main, with dependency caching so it does not reinstall node_modules on every run. I will send you the package.json and the script names. You send back the YAML. It needs to be correct on the first run, since I will be testing it against a real repo. Start your proposal with the name of the caching action you would use.
