CCTV Footage Enhancement Needed

I have a single CCTV clip that I need cleaned up so the person (or possibly an object they are carrying) can be clearly identified. At the moment the recording is noticeably blurred and shows some shakiness whenever the camera auto-adjusts, which is what is blocking a positive ID...
