Fix VS Code & Zephyr Setup -- 2

VS Code on my Windows machine became mis-configured after a failed uninstall/reinstall, and my STM32F4 board will no longer enter a debug session under the latest stable Zephyr. Compile and flash still work, so the tool-chain is there; it is the IDE integration that is broken... (Budget: $250 - $750 USD, Jobs: Debugging, Embedded Systems, Firmware Development, STM32)
