Java + PostgreSQL backend for a government web information system (RBAC, reports, REST)

We are NEWMIND TECHNOLOGIES LLC (Tashkent, Uzbekistan). We are building a web-based internal information system for a government organization: tracking international meetings, agreements and their implementation, with dashboards and reports (up to 100 internal users, interface in Uzbek, Russian, English). Full technical specification (51 pages) is shared after signing an NDA. Scope of this job (backend): data model and database; REST API (plus SOAP where required); role-based access control and audit log; meetings and agreements registry with statuses, deadlines and responsible persons; notifications; reports with Excel/PDF export; administration (users, roles, reference books); integration adapters with mock services for national SSO (OneID) and one external government system. API documentation (OpenAPI), unit tests, deployment instructions. Required stack: Java 21 (OpenJDK), Apache Tomcat 10.1, PostgreSQL 16, Nginx, Ubuntu Server 24.04. Frontend (Vue/Nuxt) and design are separate jobs; you will work with them through the API contract. Terms: fixed price with milestones via Upwork escrow. NDA and transfer of all rights to NEWMIND are required. Work is performed remotely outside Uzbekistan; production access stays with us. Final delivery: 25 November 2026.
